Since becoming directly involved in the commercial civil aviation safety and security industry and business approximately 10 years ago, and in her current role as ACI-NA’s Senior Manager, Public Safety and Security, Lydia Kellogg advocates, consults and explains and express facts and ideas on a daily basis. 

Kellogg negotiates with individuals and groups internally and externally; fosters industry and government partnerships and professional networking; and, identifies internal and external politics that impact or could impact the work of airports individually or the industry on the whole.

 
 Kellogg is involved with ACI-NA programs such as, but not limited to, the Next Generation Airport Security Regime (aka SIDA II) which is designed to provide airport industry input on the future of airport security, specifically as it relates to regulated areas of an airport, as well as TSA’s Aviation Credential Interoperability Solution Program (an interoperable biometric access control system).  Kellogg manages ACI-NA Airport Security Infrastructure Standards and Guidelines Group chartered to review and comment on TSA General Design Guidelines, TSA In-line Baggage System Guidelines, TSA Checkpoint Guidelines, and RTCA’s Airport Access Control Guidelines (207B).  Other key programs and working groups in which she represents include Emergency Planning and Response, TSA federalization issues and employee Screening.  

 

Kellogg is responsible for answering questions and providing a historical perspective to airports, federal agencies and Congress on a wide range of airport public safety and security issues including but not limited to NEXTGEN, Biometric Access Controls, Airport Security Programs, proposed or existing TSA policies and programs, employee screening, and terrorist tactics and threats, including the potential impact to operations regarding each of the aforementioned. 

 

Previously, Kellogg came to ACI-NA from CTI Consulting, where she served for nearly seven years as a senior aviation security consultant developing, conducting and advising on audits and tests, program development, legislative interpretation, and advisement for compliance with the provisions of Public Laws 107-71 and 106-528, 49 CFR Chapter XII Parts 1520, 1540 et al, and Regulatory Security Programs.  Her work included direct participation in the development and accomplishment of multiple Security Master Plan projects that included threat, vulnerability and risk assessments, the identification and development of prioritized lists of candidate recommendations for improvements, critical milestones, system conceptual designs, cost-benefit analyses, and related risk matrices for the identification, illustration and subsequent reduction of risk.  Kellogg provided management and oversight of various projects including the design, implementation and use of access control and alarm monitoring systems, airfield driver training programs, and employment history records checks audit and testing.  While with CTI, Kellogg provided these services and more to such airports and airport authorities as the Chicago Department of Aviation (Chicago O’Hare and Midway), Houston Airport System, the City of Phoenix Aviation Department (Sky Harbor, Deer Valley, and Goodyear) and more.

 

Prior to working for CTI Consulting Kellogg was a facilities and operations analyst for the airport consultancy Landrum & Brown, and working on the “World Gateway Program”, now called the O’Hare Modernization Project.   She holds a bachelor's degree in Aviation Administration from Lewis University in Romeoville, Illinois as well as 50 hours of flight training (single-engine land).
