Legal Affairs Committee Meetings & Events
The ACI-NA's Legal Affairs Steering Group met June 20 for a full day in Crystal City, Va. Among topics covered during its meeting were plans for seminars to be held during Fall Pre-Conference Seminars before the ACI-NA Annual Conference in Boston, on September 19 and 20. Updates were provided on important issues to the airport legal community, including several regulatory rulemaking proceedings currently pending before the Department of Transportation on airline rates and charges, slot auctions at LaGuardia, Newark and JFK, and the department's recently adopted Air Carrier Access Act Rules. Also discussed were recent U.S.-VISIT-Exit regulations promulgated by Department of Homeland Security, the Transportation Security Administration's recent revisions to traveler identification procedures and plans disclosed regarding an Aviation Credential Interoperability Solution (ACIS), a biometric approach to identity verification. A review of pending litigation affecting the airport community was also part of the steering group's agenda. Members were briefed on several recent developments, including a recent Georgia Firearms law that could affect airports in that state, implications arising from President Bush's Executive Order issued June 9, "Economy and Efficiency in Government Procurement Through Compliance with Certain Immigration and Nationality Act Provisions and Use of an Electronic Employment Eligibility Verification System," and several initiatives of the airlines to offset the impact of rising jet fuel prices that will impact airport service offerings.
Following the meeting, the steering group hosted a retirement dinner celebrating former member, Ed Faggen's recent retirement from the Metropolitan Washington Airports Authority. Former ACI-NA General Counsels Jack Corbett, Tom Devine and Patty Hahn, and former Steering Group members Kenneth Quinn and Kirk Shaffer joined in that celebration. Ed had served on the Legal Affairs Steering Group for almost 30 years and made significant contributions to ACI-NA's efforts through his involvement with the steering group.
