ACI-NA Files Comments on Airport Safety Management Systems

ACI-NA recently submitted comments to the FAA regarding the Supplemental Notice of Proposed Rulemaking (SNPRM) Safety Management System for Certificated Airports.  We appreciate the input airports provided on this issue.

While the amended propose rule effectively addresses a number of key concerns, ACI-NA’s comments note a series of continued concerns related to the SNPRM.  They include:

  • The requirement for very small airports that currently serve as international ports of entry to implement SMS programs
  • The mandatory inclusion of non-movement areas within airport SMS programs.
  • The need for additional clarification regarding the FAA’s expectations pertaining to both the SMS implementation plan and final SMS manual deadlines
  • Legal and regulatory issues associated with protecting safety data
  • Airport liability exposure

The FAA is expected to issue the final rule in the first half of 2017.

As a reminder, the deadline to file comments pertaining to Advisory Circular 150/5200-37A, Safety Management Systems for Airports (detailed guidance about developing and implementing airport SMS) has been extended to November 10, 2016.  ACI-NA is continuing to review the document and, over the coming weeks, will be working with airports to draft and finalize our response comments.
