Airport SMS SNPRM Update

ACI-NA has recently learned of movement pertaining to the Airport Safety Management System (SMS) Supplemental Notice of Proposed Rulemaking (SNPRM).  According to the August Report on DOT Significant Rulemakings, the Airport SMS SNPRM has been released from the DOT Office of the Secretary of Transportation (OST) to the Office of Management and Budget (OMB) for a 90 day review period.  Publication of the SNPRM is expected in mid-November, followed by 60 day comment period to conclude around mid-January, 2016.

ACI-NA is hopeful the SNPRM will address the substantive concerns that member airports of all sizes voiced regarding the original Notice of Proposed Rulemaking (NPRM) for Airport SMS, which was issued in 2010. We are hopeful the revisions of the rule will include ACI-NA requested changes, including phased deployment of airport SMS programs, improved program scalability, exclusion of non-movement areas from mandatory SMS program coverage, and specific provisions addressing SMS data protection and liability issues.

ACI-NA is actively seeking airport and associate members to assist in reviewing the SNPRM document as ACI-NA prepares to submit comments by the close of the 60 day comment period.  Participation will include a series of 3 to 4 conference calls, as well as a possible face-to-face meeting at ACI-NA Washington, DC office.  If interested in participating, please contact ACI-NA’s Chris Oswald or Paul Eubanks.
