FAA Issues Draft AC Regarding Airport Field Condition Assessments and Winter Operations Safety

This week, the Federal Aviation Administration (FAA) issued draft Advisory Circular (AC) 150/5200-30D, Airport Field Condition Assessments and Winter Operations Safety, which provides guidance in assessing and reporting field conditions through the utilization of the Runway Condition Assessment Matrix (RCAM), conducting and reporting runway friction survey, and developing snow removal and control procedures.

The draft AC, long awaited since the Takeoff and Landing Performance Assessment Aviation Rulemaking Committee (TALPA ARC) finalized recommendations in 2013, will include new reporting criteria for winter contaminants and subsequently change the way airports currently evaluate runway conditions.

Although this is an FAA document, those in Canada may want to also review the guidance, as we expect that Transport Canada will release similar guidance later this year.

ACI-NA’s upcoming Airports@Work conference, scheduled for April 18-21 in Austin, Texas, will highlight a session entitled ‘Airport Winter Operations-Condition Reporting, Aircraft Braking, Deicing and More’ which will discuss draft AC 150/5200-30D, as well as pending changes in how Canadian airport operators manage winter operations. The session will also focus on how aircraft operators are changing the way they use runway condition reports to comply with their own evolving regulatory requirements and risk management practices.

Airports are strongly encouraged to send comments and recommended changes directly to FAA by using FAA’s comments matrix document. The comments matrix should be emailed to FAA’s Phillip Davenport at Phillip.Davenport@faa.gov by April 5, 2016.
