8/19 - Review of the Transportation Security Administration's Air Cargo Screening Exemptions Report. The GAO found that the TSA has yet to complete its air cargo vulnerability assessments, which could help to identify potential security vulnerabilities associated with the exemptions. Without such information, TSA is limited in its ability to make risk-based decisions regarding the security of air cargo. TSA acknowledges the importance of completing air cargo vulnerability assessments and has plans to complete additional assessments by the end of calendar year 2009. Released: 8/15.

8/14 - Transportation Security: TSA Has Developed a Risk-Based Covert Testing Program, but Could Better Mitigate Aviation Security Vulnerabilities Identified Through Covert Tests. The Transportation Security Administration (TSA) has designed and implemented covert testing programs to identifying vulnerabilities in the aviation security system. In May 2008, the Government Accountability Office (GAO) issued a classified report on TSA’s covert testing program. That report contained information that was deemed either classified or sensitive. This version of the report summarizes our overall findings and recommendations while omitting classified or sensitive security information. Released: 8/14.

8/12 - Opinions on Cell Phone Use on Airplanes, Congestion, and Telecommuting--from the 2006 and 2007 Omnibus Household Survey. The U.S. Bureau of Transportation Statistics has released a report that explores opinions concerning the potential acceptability of allowing the use of cell phones on airplanes. In a 2007 survey, 39.7 said that passengers should definitely or probably be allowed to use the phones. Released: 8/11

Airport Cooperative Research Program explores common use technology that enables an airport operator to take space that has previously been exclusive to a single airline and make it available for use by multiple airlines and their passengers. - 8/4 - Airline Industry: Potential Mergers and Acquisitions Driven by Financial and Competitive Pressures. The GAO analysis of changes in the airline industry, such as increased competition and the growth of low-cost airlines, indicates that airline entry may be more likely now than in the past provided recent increases in fuel costs do not reverse these conditions. - 8/4 - TSA’s Explosives Detection Canine Program: Status of Increasing Number of Canine Teams. GAO finds In order to successfully increase the number of explosives detection canine teams by about 200 in 2009, some ongoing issues will need to be resolved, such as hiring additional instructors to conduct training classes and certify newly deployed teams. - 8/4 - Light Emitting Diode Taxiway Lighting Effects on Constant Current Regulator Stability. This study was conducted to determine how light emitting diode (LED) taxiway edge lights affect the operation of Constant Current Regulators (CCR). Some CCRs turn off due to overvoltage or overcurrent of LED taxiway edge lights. Released: May 2008.
- 8/4 - FAA Finite Element Design Procedure for Rigid Pavements. This is an evaluation of a computer program for both airport rigid and flexible pavement thickness design. Released: August 2007.
- 8/4 - Anti-Icing Pavement Coating Study at Chicago O’Hare International Airport. The purpose of this FAA study was to evaluate the effectiveness of the anti-icing coating in terms of its anti-icing performance compared to adjacent pavement surfaces that did not have the coating. Released: March 2007.
- 8/4 – End-Around Taxiway Screen Evaluation. The FAA evaluation effort was conducted to investigate the most conspicuous material, configuration, pattern, color, and lighting methods that would make the end-around taxiway (EAT) visual screen visible to pilots operating on a runway equipped with an EAT. - 7/15 - TSA May Face Challenges in Developing a System to Screen Air Cargo, a GAO report, finds that the TSA has not completed all of its air cargo vulnerability assessments.

Policy Options for Reducing CO2 Emissions -- The U.S. Congressional Budget Office has released a report that explores programs designed to created incentives for businesses and individuals to reduce carbon dioxide emissions. The report examines a tax on emissions, a cap on the total annual level of emissions combined with a system of tradable emission allowances, or a modified cap-and-trade program that includes features to constrain the cost of emission reductions that would be undertaken in an effort to meet the cap. Preliminary descriptions of projects expected to be undertaken as part of Airport Cooperative Research Program (ACRP) fiscal year 2009 activities are available for review. These projects do not represent the entire ACRP FY 2009 program, only those for which requests for proposals are expected to begin to be issued during November of this year, with deadlines for proposals beginning in January 2009.

Oversight Panel Nominee Solicitation. Airport Cooperative Research Program (ACRP) is soliciting nominees to serve on oversight panels for new projects being established under the ACRP's FY 2009 program. Nominees should have expertise directly relevant to the proposed project topic. To help identify nominees who are members of historically underrepresented groups, TRB encourages the nomination of women and members of minority groups. Panels for the new projects are scheduled to meet beginning in November. Panel members are prohibited from submitting or participating in preparation of proposals on projects under their jurisdiction, and they serve without compensation but are paid travel and subsistence expenses.
